What is the purpose of the scoping report for an environmental assessment?

A scoping report identifies key issues which need to be addressed in the planning application. Developers identify the issues they feel are important. The Council and national agencies, such as Historic England or the Environment Agency, then provide their initial views. This ensures the planning application includes an assessment of all the relevant issues.
